    The retail price is 100% of the cost, and when 10% is taken off, that is the new price of the sweater.

    100%-10%=90%

    Then you convert the percentage to decimal and multiply the decimal with the retail price.

    90%=0.9

    0.9 (40) = 36

    The new price of the sweater is $36.
