The hundred's place is the 9 in this case, so we look to the right of the 9.
to the right of the 9 is 6, which is greater than or equal to 5, so we round up.
because 9 is the highest digit, we have to go to the next place which is the thousand's place. that is a 4, so we round that up to a 5.
