First I would set what you want your raitio to look like

I would do papers over exit tickets

First lets look at Mr. Rowely,

his stating ratio should look like this 16:14

after simplifying it to the lowest possible form you get 8:7

Next lets look at Mr. Rivera,

    his starting ratio is 64:60

after simplifying it to the lowest form you get 16:15

So your final answer is no they are not equivalent, because when the ratios were simplified they were not eqaul
