    h (x) = 3x+1

    h (-2) = 3 (-2) + 1

    h (-2) = - 6+1

    h (-2) = - 5

    H (x) = - 5

You have to replace the x in the equation with the value next to h. So it would be x = 3 (-2) + 1 which equals - 5.
