We would use tan for this.

    Tan 40 * = x/650

    Tan 40 * = 0.839

We will multiply both sides by 650

    Tan 40 * (0.839) * 650 = x

    After doing the math

    Tan 40 * (545.414) = x

The height of the building is 545.414
