The center is (-2,3) because you find the factors of (x^2+4x+4) + (Y^2-6y+9) = - 4+4+9. So it is [ (x+2) ^2]/9 + [ (y-3) ^2]/9 = 9. In this case, nothing else matter besides (x+2) and (y-3)
