A newspaper article reports the results of an election between two candidates the article says that Smith received 60% of the votes and that Murphy received 1/3 of the boats I read her rights and complain that the article can not be accurate what reason might the reader have to say this

    1/3 = 0.33 = 33%

    60% + 33% = 93% ... so where is the other 7% ... there is not a total of 100% ... so this is not all the votes or the count is inaccurate
