    50 mph

    Step-by-step explanation:

Since the train is traveling 3/2 times as fast as the car, it travels 300 miles in the same time the car travels 200 miles. The car covers the last 100 miles in that 2 hours between the train's arrival and the car's arrival. That is, the car travels 100 mi / (2 h) = 50 mi/h.

The rate of the car is 50 mph.
