The spped limit in this neighbourood is 25 mile per hour. therefore, it was illegal for that ambulances to drive through here at 50 miles per hour?

    Depends on the situation. If there is an emergency, then no. It's not illegal. If they are just driving it with no designated destination for an emergency, then speeding would be considered illegal.
