    Depends how general the question is with its survey data and its rules. but if so little people say they are going then there is a 1/2 chance so little amounts do the opposite. If the toy company had no rules then they should go by the 1/2 rate of complete change and choose A) 46 as 50-5 (1/2 change as described would be 45 and closest to 46
