Scientific notation is written as
(number>1 and <10) times (10^x) so
count how many decimal places must be moved for the number to be >1 and <10
the number must be 1.0 or 4 decimal places
put that in the x
but it makes the number bigger so make x negative
1 times 10^-4 is the scientific notation
