    x = measure of one angle

    5x - 13 = measure of other angle {one angle is 13 less than 5 times the other}

    x + 5x - 13 = 140 {sum of the two angles is 140}

    6x - 13 = 140 {combined like terms}

    6x = 153 {added 13 to each side}

    x = 25.5 {divided each side by 6}

    5x - 13 = 114.5 {substituted 25.5, in for x, into 5x - 13}

    The two angles are 25.5° and 114.5°
