Assuming you need to create an inequality, it's best to break it down bit by bit.
"the quotient" - division
"of n and - 7" - dividing n and - 7
"is no less than" - this sets a minimum, so it'll be greater than
"12" - ... twelve
so, if you put that all together
(n/-7) > 12
n divided by - 7 is greater than 12
