338 out of 500 liked the 2 most popular (snickers and twix) so if 338 out of 500 liked the 2 most popular then 162 liked the rest

Given that 19 like all three kinds of chocolate candy (Snickers, Twix and Reese's Peanut Butter Cups), then 500 - 19 = 481 high school students like at most 2 kinds of these chocolate candies, that is, they like only one of them or a combination of two of them.
