    w = 10, l = 14

    Step-by-step explanation:

    perimeter = 2w + 2l

    width = w

    length = 3w - 16

    48 = 2 (w) + 2 (3w - 16)

    48 = 2w + 6w - 32

    48 = 8w - 32

    80 = 8w

    w = 10

    since w = 10,

    l = 3 (10) - 16 = 14
