Answer: since the center is (0,-4) and have a radius of 3 then the standard form of an equation of a circle will be (x-0) ^2 + (y - (-4)) ^2=9 or 3^2. the formula of the standard form is (x-h) ^2 + (y-k) ^2=r^2 where the center is (h, k).
The general form will be x^2+y^2+8y+7=0
