    To solve this problem let suppose

    English = E

    History = H

    Maths = M

    so

    E = H * 2 (there are twice as many English majors as history majors)

    E = M * 3 (three times as many English majors as mathematics majors)

    lets suppose E=6 then,

    H = 3 and M = 2

    So

    H to M = 3/2.
