    Neither (slopes would be same if parallel, slopes will be opposite reciprocals if perpendicular)

    7x - 4y = 4

    -7x - 7x

    -4y = - 7x + 4

    /-4 / - 4

    y = 7/4x - 1

    x - 4y = 3

    -x - x

    -4y = - x + 3

    /-4 / - 4

    y = 1/4x - 3/4

    Paralell meas same slope

    perpendicular means slopes multiply to get - 1

    so

    in form

    ax+by=c

    -a/b=slope

    7x-4y=4

    -a/b=-7/-4=7/4

    x-4y=3

    -a/b=-1/-4=1/4

    7/4 and 1/4

    not paralell

    not perpendiuclar

    answer is nither
