    End month 5 (5th month) is the answer

    Seoul = 40-60% = 30% of 20 sweets = 6 = 12 + 40 = 52 + 12 = 64

    12 + 64 = 76 + 12 = 88

    12 + 88 = 100

    Manila = 20 = 80% = 40% of 20 sweets = 8 = 16 + 20 = 36 + 16 = 52

    16 + 52 = 68 + 16 = 84

    84 + 16 = 100

    Its actually end month 5

    When i had calculated 3.
