    Y = - 2/3x + 490

    function notation simply means sub in f (x) for y

    f (x) = - 2/3x + 490

    I am not able to tell u what the function represents without more information. I can tell u it originally started at 490 and decreased at a rate of 2/3 per x ... whatever x is.
