    Option A.

    Step-by-step explanation:

Machine to fill the balloons with helium will cost = $39.99

Cost of the balloons, helium and ribbons for each bouquet = $2.00

If b balloon bouquets are produced then cost of b balloon bouquets = $2b

Total cost for producing b balloon bouquets = cost of machine + cost of material

    = $ (39.99 + 2b)

Therefore, cost to produce b bouquets will be $2.00b + $39.99

Hence option A is the answer.
