(y-4) = 1/4 (x-2)
really a question of algebra
step 1: get rid of fractions, multiply both sides by 4
4 (y-4) = 4 (1/4 [x - 2])
4y - 16 = x - 2
4y = x - 2 + 16
4y = x + 14
