So a horse has 4 legs, divide 196 by 4 and your answer is 49 horses and 74 but it isn't in therw so I'm not quite sure

The answer would be B. 24 horses and 50 humans

    because, 24 * 4 (horses legs) = 96 and 50 * 2 = 100

    100 + 96 = 196 legs.
