No because. 3 is 30 cent and 3.0 is 3 dollars.

No, silly.
3.0 is ten times the size of 0.3.
Take your calculator, and divide one of them by the other one.
If they have the same value, then the answer will be ' 1 '.
Take your calculator and subtract one from the other.
If they have the same value, then the answer will be zero.
