    1). Two factors of - 48 = > x * y = - 48

    => the absolute values of the two numbers may be:

    48 and 1

    24 and 2

    16 and 3

    12 and 4

    6 and 8

    2). Have a differencie of 19 = > x - y = 19

    That makes that the numbers be + 16 and - 3

    Because (+16) * (-3) = - 48

    And + 16 - (-3) = + 16 + 3 = 19.

    3) The sum of the factors is + 16 + (-3) = 16 - 3 = 13.

    So the answer is the option C. 13.
