    When you know that a relationship is proportional and you know one ordered pair that is not (0,0) you can find another (any) pair x, y by doing y / x = constant.

    So, with the given pair you find the ratio y / x. Suppose this ratio is:

    y / x = k

    Now you multiply any x-value times k to find the correspondant y-value.
