Your question is not very clear. I will try to answer it anyway. If your are asking if 3 divided by 5 equals 0.35, the answer is no. 3/5 is the same as 0.6. If you are asking whether three and/or five are the same as 0.35, the answer is definitely no. any decimal is less than a whole number, because, by definition, a decimal represents part of a whole number.
