    63-60=3

    3 is what percent of 60?

    multiply: x/100 = 3/60

    60x=300

    divide by 60 on both sides

    x=5

    5% increase

    you can also simply do 63/60 and subtract the "whole" which is 1 to get the increase since what you are trying to find out is 60 x? = 63. But since it is asking for the percent increase, 1.05 would be adding 60x1.05 to 60 but what you actually want is 60x. 05.
