The set "b" has the least variability

    b. 16, 17, 18, 19, 20

    Step-by-step explanation:

Variability of set of datas can be measured based on any of their measures of central tendency i. e mean, median, mode and range. Using range as our measure of variability.

Range is gotten by taking the difference between the highest value and the lowest value of set of datas. The value with lowest value of range will be the one that has lowest variability.

For set a, the range will be 13-5 = 8

For set b, the range will be 20-16=4

For set c, the range will be 31-20 = 11

For set d, the range will be 12-2 = 11

According to the range of each set, set b has the least range and as such will have the least variability
