    A parent function f (x) can be translated to the right by h and up by k using the the following rule: G (x) = f (x-h) + k, where (h, k) is the translation vector. Here, f (x) = (x-5) ^2+7, G (x) = (x+1) ^2-2

    Hence h = (+1 - (-5)) = 6, k=-2 - (+7) = - 9, or (h, k) = (6,-9)

    If in doubt, read the first sentence to determine direction (right, left, up, down). h>0 right, k>0 up.
