    9.6 would be a rational number because it can be written as a fraction 48/5 where 48 and 5 are both rational numbers and 9.6 is a terminating decimal.

    15/sqrt2.4 = 9.68 is an irrational number. It does not terminate and it does not repeat. 15 is a rational number but it is divided by an irrational number sqrt2.4 thereby creating another irrational number.
