    Let y = number of males and x = number of females

    then we have the equations:-

    x + y = 1070

    y = 2/3 x

    Substituting for y:-

    x + 2/3 x = 1070

    5/3 x = 1070

    x = 1070 * 3/5 = 642

    so there are 642 females and 1070 - 642 = 428 males

    difference = 642 - 428 = 214
