    She predicted the high temp would be - 7. But the actual high temp was 4 degrees higher ... (-7 + 4) = - 3 < = = the actual high temp

Julio predicted that the average high temperature would be - 7 degrees celcius

The actual average temperature was 4 degrees higher than what Julio expected.

This means that, to get the actual average high temperature, we would add 4 to the temperature predicted by Julio as follow:

    Actual average temperature = Julio's expectation + 4

    Actual average temperature = - 7 + 4 = - 3 degrees celcius
