    You can use the principle of similar triangles. Since both cylinders are similar, this means that each dimension of both cylinders are similar ... So basically, the proportion of the two cylinders are the same.

    What I mean is this;

    (Diameter of big cylinder/height of big cylinder) = (Diameter of smaller cylinder/height of smaller cylinder

    You will have only one unknown which is the diameter of the smaller cylinder. Solve to find it.
