To determine scale factor, we have to see what the common factor we multiply each term by in order to get the other two terms. To do this, we have to divide the corresponding values: 4.5/3 = 1.5. 9/6 = 1.5. Thus, since both pairs of numbers produced the same factor, it is 1.5
