    This is a frequency distribution question. Tally how many customers orderedn 0 toppings, 1 topping, 2 toppings etc. Here is my tally. There are 24 total customer entries.

    Toppings # people who had this number of toppings

    0 - 4 people

    1 - 6

    2 - 5

    3 - 5

    4 - 2

    5 - 1

    6 - 1

    A. Is the answer because 6 people ordered 1 topping.

    B. Is NOT the answer because the total for 3 or more toppings is 5+2+1+1=9 which is not half of 24.
