Which measure of central tendency (the mean or the median) best describes the surface roughness of the sampled pipe sections?

    The mean would be the best measure, in this case. Even if there might be an outlier among these measures of roughness, it's relatively unlikely. As such, using the average value among the samples would give a good measure to describe the surface roughnesses.
