    11 units

    Step-by-step explanation:

    -Let (-2,-1) be A, (-2,3) be B and (5,3) be C

    - We notice that AB is a a vertical line parallel to the y-axis and it's length is the sum of AB's y co-ordinates:

    Length AB = 3+1=4

    -Also, we notice that BC is a horizontal line parallel to the x-axis. It's length is the sum of the BC's x-coordinates (length is always positive, ignore signs);

    Length BC=2+5=7

    Length of fence=Lengths (AB+BC) = 7+4=11

    Hence, the total length of the fencing that is needed to enclose the park is 11 units.
