    Standard form for circle with radius r and center (h, k) is

    (x-h) ^2 + (y-k) ^2=r^2

    r=36

    center at - 2,-7

    (x - (-2)) ^2 + (y - (-7)) ^2=36^2

    (x+2) ^2 + (y+7) ^2=1296
