Well, first you would change the cm to m (miles? metres?). I will assume it's metres for now. cm to m is easy.
There are 100 cm in a metre, so that 16.2cm is 0.162m. You are now looking at 0.162m/min. To get hours, you need to multiply by 60. Answer: 9.72m/hour.
