    I'm not the best at explaining but here is my attempt

    You start with 30270000 you write the first number which is 3 then put a decimal and then put the rest of the numbers until the rest of the numbers are zeros ...

    3.027

    Then put a * 10^

    3.027 * 10^

    And then the original number's digit count minus 1 is the number so 0270000 is 7 digits so the answer is

    3.027 * 10^7
