Three candidates are running for the office of Grand Satrapy of Vorania. The third - and second-place candidates received $28$ and $98$ votes, respectively. There were no ties. If the winner received $x/%$ of the total votes, what is the smallest possible value of $x$?

    So the second candidate receives $28 votes and the third candidate receives 498 votes. To be in the first place it would need just about $99 votes. Then the total number of votes would be 28 + 98 + 99 = 225. Maximum number of votes gives the smallest possible value of x, so that would be like 99 / 225 = 44%
