    3 (x-1) + 5 (y-0.5)

    Step-by-step explanation:

We dont know what the hot dog is worth and what the can of pop is worth, so lets say that a hot dog is x and 1 can of pop is y. the special was that the hot dogs were $1 of and the cans of pop were $0.50 ($0.5) off, so 1 hot dog is x-1 and 1 can of pop is y-0.5 Truman bought 3 hot dogs and 5 cans of pop, so the new equation would be 3 * (x-1) + 5 (y-0.5)
