    The average speed on the second part was 30 mph.

    Step-by-step explanation:

    The whole trip between New York and Washington is 120 miles. On the first part he drove at 50 mph for 1.5 h, from 7 AM to 8:30 AM, therefore he drove a distance of:

    distance = speed*time = 50*1.5 = 75 miles

    So the second part had a length of 120 - 75 = 45 miles. With an elapsed time of 1.5h, therefore the average speed was:

    speed = distance / time

    speed = 45 / 1.5

    speed = 30 mph

    The average speed on the second part was 30 mph.
