In this question, the road capacity is 3,500 vehicle/hours and the number of vehicles that projected will enter the arena is 14,000 vehicle. Then, the time needed for those vehicles to enter the arena would be:

    14,000 vehicle / (3,500 vehicle/hours) = 4 hours

    If the event starts at 7 p. m. then it should be close before: 7 p. m. - 4 hours = 3 p. m.
