    Comparing 645 and 738 is different from comparing 645 from 649 in a few ways. So going in order of the three digits we can see that the 645 and 738 begin with different number, one has 6 one has a 7. In the second set, 645 and 649, of numbers both begin with a 6.

    The second digits of the first number set also differ. One is a 3 the other contains a 4. In the second set of numbers the second digit is the same, both have a 4.

    Lastly the third digit of the first set are also different, on being a 5 the other an 8. In the second set of numbers one of the third digit is a 5 the other is a 9.

    649 - 645 = 4
