    Check Explanation

    Step-by-step explanation:

Population parameter is defined as the description of characteristics for the entire population.

Sample statistic are summaries of or an estimation of the population parameter. They're description of characteristics obtained from a group of random sample elements of a population.

    a) If the mean amount of kilowatts used per household was obtained by taking an average of the entire households in Pennsylvania in the January of that particular year, then the 1346 kilowatts is a population parameter.

But if the value was arrived at from sampling only a number of random households all over Pennsylvania, then it's a sample statistic.

    b) Since the mean cost of a cup of tea describes a characteristic that was obtained from only 19 selected cups of green tea, it is a sample statistic.

The number 19 too, representing the number of cups of green tea in the sample is also a sample statistic.
