I will raise the adult price to $19and figure it will cost them $38 for the two adults

Three children at $13 each adds $39 to bill. Now we are at $77 The two children under two will cost an addition $6.50 each which adds $13. Now we are at $90 and since I did raise both the adult price and the older childrens' price over what they actually are the price should be slightly lower.

So, yes, $87.95 is a reasonable answer.
