    In this question there is absolutely no statement given and so the statement cannot be confirmed. Only the speed of Kathleen and Jeff can be found. There are several information's already given and based on them we can find the speeds.

    We already know

    Speed = Distance/Time

    No

    Distance traveled by Kathleen = 5 miles

    Time taken by Kathleen to travel this distance = 55 minutes

    Then

    Speed of Kathleen = 5/55 miles/minute

    1/11 miles/minute

    Now coming to the case of Jeff

    Distance traveled by Jeff = 3 miles

    Time taken by Jeff to travel the given distance = 45 minutes

    Speed of Jeff = 3/45 miles/minute

    = 1/15 miles/minute

    So Kathleen travels at a speed of 1/11 miles per minute and Jeff travels at a speed of 1/15 miles per minute. It can also be said that Kathleen has a faster speed than Jeff.
