The law of exponents says that an exponent in the denominator by itself is equal to its inverse. this means:

    1 / (x^2) = x^-2

    so for a:

    3 / (x^5) = 3 * (x^-5) = 3x^-5

    b:

    8 / (4y^2) = (8 * y^-2) / 4 = (8/4) * y^-2 = 2y^-2
